The Louisiana Department of Children and Family Services has released this year's new list of their "Most Wanted" Deadbeat Parents.

The list is the top fourteen non-custodial parents who hundreds of thousands of dollars in past-due child support.

DCFS officials say these parents owe thousands and have not paid child support in an at least six months.

The person listed at the top of the list is 40-year-old Edward Steven Fields.  His last known address was inSlidell.

DCFS lists the other "top" deadbeat parents as:

  • $73,625.41 - Ervin Dwayne Rachal Jr., 51 years old, last known living inShreveport
  • $47,714.40 - Tony Alford, 38 years old, last known living inHammond
  • $40,249.93 - Darrell William Dellafosse, 39 years old, last known living in Ponchatoul
  • $37,510.32 - Ronald Eugene Hinton, 43 years old, last known living inChattanooga,TN
  • $35,366.67 - Thomas James Pam, 38 years old, last known living in Mandeville
  • $21,936.47 - Stanley Donnell Jenkins, 49 years old, last known living in Franklinton
  • $18,400.00 - Fred John Domingo Jr., 41 years old, last known living inChalmette
  • $17,850.00 - Jason Alan Fairchild, 35 years old, last known living inGalveston,TX
  • $14,392.25 - Daniel James Klare, 43 years old, last known living inShreveport
  • $14,204.08 - Floyd Norman Cooksey, 40 years old, last known living inAlbuquerque,NM
  • $12,565.09 - Anna Marie Fontenot, 34 years old, last known living inMadison,TN
  • $12,439.75 - Jeffrey Michael Henderson, 43 years old, last known living in Keithville
  • $11,182.47 - Angela Chapman, 33 years old, last known living in Holden

DCFS Secretary Suzy Sonnier says,

 

"DCFS andLouisiana's District Attorneys work tirelessly to collect the child support owed to the children of our state. Though we continue to increase the amount of child support we collect each year, even earning commendation from federal officials last year, we have non-custodial parents who continue to neglect their responsibility to their children."

Sonnier says it is the duty of non-custodial parents to provide for their children's needs including food, clothing and shelter.

While the list includes the top offenders, Sonnier says that more than 58,000 parents owe $1.5 billion in child support payments.

So how does the state help custodial parents get their payments?  They can utilize:

  • Parent locator services
  • Paternity establishment
  • Establishment of child support order
  • Enforcement of orders
  • Collection and distribution of child support

 

If non-custodial parents don't pay up, they can face penalties including:

  • Liens against the non-payor's property
  • Seizure of assets
  • Suspension of drivers, business, professional, hunting or fishing licenses
  • Interception of state and federal tax returns
  • Passport denial
  • Contempt of court charge
  • Other enforcement actions

Anyone with any information on the whereabouts of any of the people on the "Most Wanted" listed should call DCFS officials at 1-888-LAHELP-U (1-888-524-3578) and choose Child Support (option 1) and then option 5.
