Louisiana is usually at the top of every bad list and at the bottom of every good list, but a new WalletHub study shows that New Orleans is the most efficient when it comes to public spending. In order to find the most efficiently operated cities in America, researchers compared 78 of the most populated cities across three key categories. They looked at overall return on investment, law-enforcement return on investment and parks and recreation return on investment.

Take a look at the entire list.

1New Orleans, LA

3Philadelphia, PA
4Cleveland, OH

8Charlotte, NC
9Pittsburgh, PA
10Phoenix, AZ

It could be assumed that the city of New Orleans investment in tourism and the return that it gets is what propelled it to the top of this list. Baton Rouge was also near the top of the list coming in at number 11 in the country.
