NEW ORLEANS (AP) — New Orleans' inspector general has issued a report critical of the city's parking enforcement division.

Wednesday's report says the head of the division took nine months to hand over documents needed for an investigation.

It said some parking officers made themselves appear productive by ticketing vehicles of on-duty law enforcement officials — citations that would later be dismissed. It said two people who write parking tickets in the city spent too much time in coffee shops and hotel lobbies — and one retaliated against a local business that complained by issuing citations to employees and customers.

City Hall says officials are determining the proper disciplinary actions for the officers. It also listed actions the city has adopted to increase efficiency and says the city encourages cooperation with the inspector general.
