Netflix is testing a new version of its streaming service designed specifically for people who primarily stream on mobile devices.

It's still hard for an old fogie like me to understand, but lots of younger people have no problems watching movies or TV shows on a tiny screen. Netflix knows this and is testing a version of its streaming service that would only cost mobile users $4 a month. The downside is that it's only being tested in Malaysia right now and that streaming will only be in standard definition. I'm not sure why anyone would want to watch low - res video on their hi - res capable phone, but I also don't know why you'd want to watch anything on a phone when you could easily watch on a TV or even tablet or laptop.
