How does this happen? How can an alleged responsible parent even come close to letting this happen. It appears to me as if the parent has failed the child and perhaps the parent is the one that charges need to be filed against.

I wonder what has become of this child? I find it very difficult to give up on children and I do hope that what ever help was available to him was given to him. As far as his mother, well maybe the news commentators comments should have been directed to her.
