RUSTON, La. - Frasier Cole Hogan, 32, a Ruston High School teacher, now faces a second-degree rape charge after a multi-agency investigation uncovered multiple sexual assault allegations, prompting police to search for additional victims, according to the Ruston Police Department (RPD).

How the Investigation Began: A 2020 Report and a Prior Complaint

According to RPD, the investigation began in July 2026 when a woman reported a 2020 sexual assault that occurred when she was 14 years old. Because that incident took place outside city limits, investigators referred it to the appropriate jurisdiction. A background review of Hogan during that inquiry turned up a prior report from a different woman who had also named him as a suspect.

The 2025 Allegation: How Investigators Say Hogan Contacted and Lured the Victim

The Lincoln Parish Sheriff's Office later transferred a separate report to RPD involving an alleged 2025 rape within city limits. According to the police report, the victim in that case said Hogan contacted her on social media, having known her through his role at Ruston High School. Investigators said Hogan lured the victim to his home while she was intoxicated, then used force and threats to keep her from leaving.

Hogan was arrested Wednesday, Aug. 19, 2026, and booked into the Lincoln Parish Detention Center on charges of second-degree rape and as a fugitive from another jurisdiction.

Lincoln Parish Schools Responds: Administrative Leave and Campus Ban

Lincoln Parish Schools said Hogan has been placed on administrative leave and barred from campus following his arrest. "The school district is committed to maintaining a safe and secure environment for every student entrusted to its care," the district said in a statement. "The school district will continue to cooperate with law enforcement, as appropriate." The district said limited additional information is available given the nature of the situation.

Police Are Looking for Additional Victims — Here's How to Come Forward

Investigators believe there may be additional victims and are asking anyone with information to contact law enforcement: the Ruston Police Department (for incidents within city limits) at (318) 255-4141, or the Lincoln Parish Sheriff's Office (for incidents within the parish) at (318) 251-5111.

Hogan, like all suspects, is presumed innocent until proven guilty in a court of law.
