NYPD Cop Runs Over Bystanders Foot and then Arrests Him

Just recently I saw this clip on a Wall Street Observer run over by a Cop. The cop then gets off his motorcycle and proceeds to supposedly "beat" the man. I'm not so sure I saw any beating going on in this clip, but the officer did try to arrest him. Take a look and see if you agree with me. Kinda looks like this man was "playing it up!"
