The Flood Prevention Kit creates a series of waterproof layers that you apply to doors and windows to stop water from getting inside homes and businesses during a flood.
Basically, you use the water-proof tape to tape all of the door and window cracks, then you paint over it with the Flex Seal liquid rubber.
This kit can't help you much in the event of flash flooding, but if there is a significant rain and flood event in the forecast, sealing up your doors and windows could hopefully save you both heartache and money.

After watching a few demo videos and reading online reviews, it seems like it can work pretty well.
At homedepot.com it's rated 4.8. out of 5 stars, and every other website I checked had nothing lower than a 4.5 out of 5 stars rating.
My first thought was how in the world do you get this stuff off of your house?
As you'll see in the video, you can apparently just peel it off once the flood waters go down.
